Initial commit of the JOSS paper.

At some point we decided it would be a good idea to put NOMAD at JOSS. This is the initial draft of a JOSS paper.

Keep in mind that JOSS "papers" are supposed to be very short (250-1000 words) and are more an abstract for software than a regular research paper. You can learn more about the requirements and review here: https://joss.readthedocs.io/en/latest/submitting.html
