'Publicy visible' checkbox - misleading placement

After some discussions with @sakl, I'd like to suggest changing the checkbox's placement. The current place was set during the initial phase of working on the grouping mechanism, and in the current setup, it can be more misleading than helpful.

Also, the current placement within the 'manage uploads members dialogue' doesn't entirely. There's a huge difference between giving access to a specific person and making an upload visible to all users. As a result, the checkbox is not prominent enough and is self-explanatory to ensure users understand the implications.

I've attached a draft of the potential new placement. In the suggested setup, the user will not only be directly informed about the implications of the checkbox but also reminded to include necessary collaborators and reviewers in the next step.

Obviously, it needs some refinement, but I wanted to show the possibility quickly.
