Include Perovskite Solar Cells Database Pugin

We would like to include the schema of the perovskite solar cells database as a plugin and update the published entries to the new m_def. In a separate issue, when everything is tested and proves to work well we will removed the nomad/datamodel/metainfo/eln/perovskite_solar_cell_database directory from the nomad-FAIR project.

We need to:

• Include the plugin as a sub-module in dependencies/schema.
• Make sure that we can create entries with the update m_def. The easiest way to test this is by creating an entry from schema. You should get a duplicated version of the Perovskite Solar Cell entry.
• Update the .zip file of the two uploads (FT8UX98FS5KtDbNBw-dU3A, 2hXmBxK1QdmA13yJCYLxmg) that contained the currently published data. @josma
