Addition of Amber parser to NOMAD lab-base

Addition of Amber parser to the NOMAD lab-base and to the pipeline. sbt compile and tests are successful at local installation from the recent clone of NOMAD repository. This merge will also update nomad-meta-info and parser/amber submodules to a more recent commits.
