Optimade issues with NOMAD v1

• bump the OPT implementation
• next urls have wrong base_path
• urls to raw and archive use old API
• not all OPT test success (https://www.optimade.org/providers-dashboard/providers/nmd.html)
• providers database uses the legacy version
• nelements does not work for nelements greater than 10 (or any other non single digit number)
