Nginx version

It was mentioned to us that the nginx version fixed in our docker compose install scripts is getting old. Similar things might also be said for mongodb.

I suggest we dump the version on the docker services.

• Mongo, rabbitmq, and nginx can just be said to the latest.
• Nginx we might also set to latest.
• Elastic we can up to the latest 7.x

This has to be done for the oasis composes in the nomad distro + template, and also in the infrastructure compose of the nomad FAIR.

Note: mongo:5 is not compatible with later major versions. Updating to mongo:8 would make the existing volume unusable if I remember correctly.
