#30 further integrate merge and split of contact sites (`cs_ssv`) 

* add `generate_cs_ssv` parameter to config.yml
* add generator `iter_so_dir_paths` to `SegmentationDataset` (#TODO replace old usages)
* rework `combine_and_split_cs` and add it to pipeline in exec_syns.py (executed if `generate_cs_ssv=True`)
