Resolve "Hash based ids for metainfo definitions"

• Add endpoint: GET /metainfo/{section_definition_id} to download versioned packages.
• Add config.process.add_definition_id_to_reference switch to optionally inline definition id in m_def.
• Implement the corresponding functionalities in context.
