Upload page for non authors

Individual uploads should be visitable by non authors or without a login. If the upload is unpublished or with_embargo an error message should be shown. Otherwise, a reduced page with only step 1 and 2 should be visible. All actions (but the download) should be disabled (similar to looking at published uploads as an author).
