config_override: Env variables can override config:

  • Enable $OC_CONFIG_FILE to override ocrc location
  • Allow $OC_USER, $OC_SERVER, $OC_DEBUG from environment variables to override the ocrc config

Suggestions welcome for a) bumping version number, b) any changes to docs required?
