Fisher test for VariableCovarianceGaussianEnergy not sensitive

On the branch metric_tests I have introduced a breaking factor (94957818) and the test does not break. I am not sure how to fix it. Is it even possible to fix it in this case? Do we need two test cases, one where the mean is sampled and one where the variance is sampled?
