OptimizeKlConfig: consistency for overwriting arguments

Previously, it was not possible to overwrite/ set "output directory" and
"save strategy" in OptimizeKLConfig.optimize_kl. It needed to be set
already from the beginning in the constructor.

Now, one can set these two options also in OptimizeKLConfig.optimize_kl
just like all other options.
