Remove old weather data implementation from master branch

Remove implementation of current weather/atmospheric monitoring data reading, as https://github.com/cta-observatory/ctapipe/pull/1210 suggests that implementation should be properly done in a different way. According development will be done in a separate branch. Also remove dependency of some "WeatherContainer" in ctapipe.
