Fix error in elpa2_trans_ev_band_to_full and new macro

Andreas Marek requested to merge oneapi_openmp_offload into master_pre_stage

The complex case works now with CUDA_AWARE_MPI. Also a macro MORE_GPUBLAS has been introduced
