manual_compile_dev8: dont rm ppfrag.o since not main now. still rm spectra.mod since not recompiled if exists

ppfrag.cc: commented main programme to avoid duplicate main, so now works with ./configure make and manual

manual  setenv newgcc_newgcc healpix-3.60 using new module load gcc healpix-3.60 instead of gcc_tests

ppfrag.cc from unused to source since used by ./configure version. manual builds now have rm ppfrag.o
