io fails at the moment

I don't like the way that I'm doing it now, but I don't like the old way
more. With a static library, I no longer need to worry about installing
the package while running a simulation, etc.
Also, now I have full control over the arguments.

at the moment it's broken because I needed to change the prototype of
rspace_stats.

Hopefully this will be faster than the old one. We'll see.

also, qsub script is generated by code directly now.

apparently not the best choice I can make, but who cares...

still trying to figure out where tox puts the header files.

I guess it can't hurt to have too many include dirs, unless someone has
all of them... I'm not gonna worry about that now.
