For PyPI, install psydac from .whl

Solves the following issue(s):

PyPI requires all dependencies to be published; psydac is not yet public however.

Core changes:

Re-add a psydac .whl file that we create from https://github.com/max-models/psydac-for-struphy/tree/main for every release. Our psydac version number must coincide with the struphy version number.
