Including xps image version:0.1 in tools.json

Merged Rubel Mozumder requested to merge UpdateModificationsInXPS into develop

Adding the new xps_eln.yaml and modify tools.json file favoring the changes. Also the required changes in Docker-compose.ymal, Dockerfile and requirement.txt.

XPS image version has been included.
