Area a migration to new plugin mech

Sarthak Kapoor requested to merge area-a-migration-to-new-plugin-mech into test-oasis

nomad-measurement, nomad-material-processing, and transmission plugins are now updated to the new plugin mechanism. This MR makes required changes for integration in the test-oasis.
