Compressed POTCAR files not stripped

Tests in my local deployment indicate that no POTCAR.stripped files are generated when uploading compressed POTCAR files. These compressed POTCAR files (with "POTCAR" in the name) are correctly removed, however.

Aptly named POTCAR files should be decompressed and ran through the stripping, when applicable. Stripped versions should never be compressed.
