Add human-in-the-loop support to Temporal integration

nomad can start, stop, and get results from Temporal workflows but cannot handle workflows paused for human input. Add a way to detect when a workflow is waiting and send responses (via signal or API).

This would enable human-in-the-loop workflows for approvals, reviews, AI agentic features, and other API-driven decision or validation steps.
