NORTH tool launch button for search table rows

Each app can define special actions for the search table rows. Currently, we only support showing an external link, where the href is determined with a JMESPath lookup from some search quantity in the archive.

We should also create a similar row action for launching NORTH tools. This a slightly harder, because NORTH tools require some more API communication, and also some parameters, such as what uploads to mount, which file to open, which tool to use, etc.

The use case comes from HZB, but is quite common: they have special entries that represent Jupyter notebooks and a search app for them. Launching these tools in a similar fashion as we can launch the AI Notebooks would be very useful.
