No Author Affiliation on OASIS

The author affiliation is missing when using NOMAD OASIS which is causing for example the SamplID normalizer to fail. There are two issues here:

1. The SampleID normalizer should check if affiliation exists
2. The affiliation should be added to all users for an OASIS
