Fuse together User and Author eln annotations

I tested the new UserEditQuantity and AuthorEditQuantity features merged by @mnakh,

they look nice and I would like to propose a new feature request:

instead of two different EditQuantities we could have just one.

This one is showing in the eln the fields [name,surname,affiliation,email] together to [user_id]. In this way one can avoid to choose among UserEditQuantity and AuthorEditQuantity and hence decide a priori if the user in his schema has a Nomad account or not.

The description of the user_id quantity shall explain that if you fill that field, the info would be picked from Nomad, otherwise you can fill the other basic info quantities.
