Effelsberg meta data listener + Pulsar Pipeline

Tobias Winchen requested to merge twinchen/mpikat:effelsberg_meta_data_listener into dev

First prototype for full integration of the pulsar pipeline in the EDD

  • The Effelsberg Status is now mirrored in the redis data base
  • The (updated) pulsar pipeline reads the source configuration from redis
  • The SCPI interface monitors the telescope status and sends measurement prepare to the master controller
