Pulsar pipeline updates

Jason Wu requested to merge pulsar_patch into dev

  1. Adding idx1_modulo as config parameter

  2. Updating default config parameters, adding "sample_clock" as default, parameter "cod" changed to "cdd_dm".

  3. self.dm update logic changed (if it can find the dm value from the par file it will override the dm overwritten the default config value).
