Fix mpcdf_sync_projects

- Had old logic for distribution
- Removed '--all' flag to disentangle functionality
  Use mpcdf_setup_subproject if you want to re-create all enabled
  repositories for all packages

MPCDF-specific OSC plugins

Installation

Put the .py files into ~/.osc-plugins to make them available for the osc command, for example by

$> git clone https://gitlab.mpcdf.mpg.de/mpcdf/obs/osc-plugins ~/.osc-plugins
