This release just additionally packages the src files from the legacy interface,
which had been forgotten in the previous release

- updated INSTALL
- change the ELPA vesioning number
- update Changelog and RELEASE_NOTES

This release contains bugfixes for ELPA 2017.05.001

- the version number has been updated
- a warning that this is a pre-release has been added to the configure
  script
- the changelog has been updated
- the test_project versioning is consistent with the ELPA versioning

- Do not leak "ik", "rk", ..., parameters to use namespace
- Change required ELPA version on configure.ac of test_project

Used the obsolete Makefile variable $(_f90_moddir), replaced with
explicit directories for the Fortran mod files for each target.

Also, added a library target as additional test

It was decided that the version number shall be all of 2014.06.001, that
is including the release version.

Sadly, pkg-config is not too flexible with different versions of
libraries, therefore the pkg-config file will have the full version
number including the release. This might be a bit cumbersome for
dependent projects.

With this, the pkg-config installation can be verified
